Public Finance Management (PFM) processes shape how government resources are translated into health services and therefore play a critical role in determining health system efficiency. In Kenya, these processes operate within the county budget cycle comprising formulation, execution, and evaluation and significantly influence how resources are allocated and utilized in the health sector. This dataset presents the data collection tools that were used to explore how budget formulation processes influence health system efficiency within counties in Kenya
